Subject: Solid waste solution
Aloha,
My name is Alain Schiller, I am the Libertarian State Senate candidate for District 4.
I am fully opposed to the solid waste solution being pushed by the Mayor in the face of the State's Clean
Energy Initiative. Mayor Billy Kenoi seems hell-bent on a waste incineration solution (an expensive 30-
yr contract!) which would burn all garbage including recyclables (75-80% of our Municipal Solid Waste
stream). Waste to energy is wasteful, expensive, toxic and does not allow us to recycle.
My opposition has two folds, ecologic and economic:
1- Incineration of all solid waste including plastic will produce toxic fumes not only affecting the
population in the proximity of the plant on the East side but also the trade winds will take those toxic
fumes to the West, to the Kona side.
2- A 30 year contract will be a financial burden to the State and will take away the possibility to use
more ecology friendly & clean new technologies which may come to be within this long period of time.
Margaret Watson wrote in an article dated May 31, 2012: "Amazingly, plastic has a higher energy value than any
other type of waste. This is why Japanese inventor has created a small, very safe and easy to use machine that
can convert several types of plastic back into oil. The machine will converts the plastic into gas without burning
CO2 by using a temperature-controlled electric heater. The oil that comes out of the machine can easily be
refined into several different types of fuel." Of course such a machine require a lot of electricity, but Hawaii with
its expensive lava fields could be a leader in clean solar energy by creating huge solar farms. Our money will be
better used in research to industrially develop such amazing new technology which end products could be sold as
fuel and be a revenue for our state.

I believe that common sense would be to put on hold all further commitments on the incinerator project
and let the public at large be more involved in any further long term decisions.
