Apparently a large landholder is asking that amendments be made to the GENERAL PLAN changing low density urban and important ag lands to an urban expansion area. Has the PCDP action committee had time to weigh in on this issue??? What point is it in having community development plans if they are overridden by making changes to the GENERAL PLAN??? I would like to know more of the intent of having this change. Shipman has always advocated for the importance of preserving these important lands for ag. They have paid ag taxes for years. Farmers have benefited from them. The Pahoa and Mountain View communities are both working on developing community town plans. Has Kea'au begun this dialogue? Who is involved in the discussion? Can the public have a say in how our communities lands are used? Preservation of culture and community will be effected by any amendment to rezone these lands. Please give the developer requesting this major change in zoning time to work with the people of Puna through our PCDP action committee. The public was told, this is the route we are to take. Are large land holders excluded from this? We desperately need a redundant roadway out of lower Puna. There is a lava flow creeping slowly in the direction of 130. In the now, there are NO redundant routes out of lower Puna for emergency needs. The Puna Regional circulation plan and the Puna community development plan have identified the Puna makai alternate route (PMAR) with no action to move forward on it by the County or State.
