'' COUNTY OF HAWAII ' STATE OF HAWAII ' •)•� CVO:••r�`: 7TE OF•N/•1 __ RESOLUTION NO. 503 14 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GRASSROOTS COMMUNITY DEVELOPMENT GROUP TO CREATE SEXUAL VIOLENCE PREVENTION DIGITAL VERSATILE DISCS (DVD) AND PUBLIC SERVICE ANNOUNCEMENTS. WHEREAS, according to a 2003 report by the National Violence Against Women Prevention Research Center, one out of every seven women will be a victim of rape in her lifetime; and WHEREAS, there is a rape every 6.2 minutes in the United States according to criminal data compiled by the Federal Bureau of Investigation; and WHEREAS, according to the 2010 National Intimate Partner and Sexual Violence Survey (NISVS), over 40 percent of female victims of rape were first raped before age 18, and more than one-quarter of male victims of rape were first raped before the age of 11; and WHEREAS, the Grassroots Community Development Group (GCDG), a nonprofit 501(c)(3), will disburse funds to the Hawai`i Youth Business Center (HYBC) for the creation of sexual violence prevention DVDs and public service announcements, which will target the adolescent demographic; and WHEREAS, GCDG works with HYBC regularly and has chosen HYBC to undertake the multimedia project; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Grassroots Community Development Group for the creation of sexual violence prevention DVDs and public service announcements; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
