Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
new multi-year agreement for high speed Internet connection at the West Hawai`i Civic Center.
In addition to increasing the Internet bandwidth for the County, the Department of Information
Technology indicates that this connection will be utilized as a backup to the fiber-based network
between east and west Hawai`i County locations.
By entering into a three-year agreement, roughly $16,092 per year will be saved compared to a
twelve-month agreement, renewed annually.

A. REQUEST:
Multi-year agreement for High Speed DIA Internet connection for West Hawaii Civic Center at a cost savings
compared to a single year agreement.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As our the County requirements for Internet connectivity continue to increase the Department of Information
Technology would like to enter into an agreement to provide 25 MB Direct Internet Access line to provide
Internet connectivity directly at the West Hawaii Civic Center. A 12 month agreement would cost $3,548 per
month while a 36 month agreement would cost $2,207 per month and will save the County $1,341 per
month, or a total of$16,092 per year for the 36 month agreement.
In addition to increasing internet bandwidth for the County of Hawaii, this connection will be utilized as a
backup to the fiber based network between East and West Hawaii County locations.

RE: Resolution No. 504-14 : A Resolution Authorizing the Payment of Funds of a Later
Fiscal Year and of More Than One Fiscal Year for a Multi-Year Agreement for High
Speed Internet Connection at the West Hawai`i Civic Center.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
