This apparatus will provide an additional 3,000 gallons of water for immediate firefighting response. The Hawai`i Fire Department's water tanker fleet have capacities of 1,000 gallons or less, forcing the Department to depend on the Department of Public Works and privately owned water tankers to provide additional water delivery resources. According to the Hawai`i Fire Department, providing additional tankers of greater capacity is cost effective and will reduce operating costs while increasing firefighting effectiveness. The anticipated lease cost is approximately $8,000 per month. REQUEST: The Hawai'i Fire Department is requesting a resolution authorizing the payment of funds in a later year and for more than one fiscal year for a multi-year lease to purchase one (1) 3,000-gallon fire apparatus. The lease would be for a term of five (5) years. The fire apparatus (a tanker truck) will be assigned to the Central Station. The estimated lease cost is $8,000 per month for a sixty (60) month term for the multi-year lease, Payments will commence after delivery of the apparatus. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The apparatus will be assigned to the Central Fire Station to provide additional response capabilities to residential areas where water is limited or not accessible. This apparatus will provide an additional 3,000 gallons of water for immediate firefighting response. The Department's water tanker fleet have a capacity of 1,000 gallons or less and the Department currently depends on the Department of Public Works and privately owned water tankers to provide additional water delivery resources. Having additional water tankers in our fleet is cost effective as it will reduce operating costs and will also increase our fire fighting effectives thereby reducing fire loss to the community. The estimated FY 2014-2015 payments are currently budgeted in our FY 2014-2015 operating budget. Lease payments for subsequent years will be budgeted accordingly. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
