Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year lease agreement for two fire apparatus (fire trucks) for the Hawai`i Fire Department.
These apparatus are to replace two fire trucks; one at the Central Fire Station in Hilo and the
other, at the Paradise Park Fire Station. The apparatus to be replaced at Central Fire Station is 17
years old, with approximately 130,000 miles, while the apparatus to be replaced at the Paradise
Fire Station is 20 years old, with approximately 200,000 miles. The age and high mileage of
both fire trucks results in increased maintenance costs, down time and unreliability. The
anticipated lease cost, in total, for both trucks is approximately $26,000 per month.

A. REQUEST:
The Hawaii Fire Department is requesting a resolution authorizing the payment of funds in a later year and
for more than one fiscal year for a multi-year lease to purchase two(2) fire apparatus. The lease would be
for a term of five (5) years. The fire apparatus (fire trucks) will be assigned to the Central Fire Stationn and
the Paradise Park Fire Station. The estimated lease cost is cost of$26,000 per month for a sixty (60) month
term for the multi-year lease;
Payments will commence after delivery of the apparatus.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current apparatus---Engine 1---assigned to the Central Fire Station is 17 years old and currently has
130,000 miles. Engine 1 is the Fire Department's busiest fire apparatus.
The current apparatus---Engine 18---assigned to the Paradise Park Fire Station is 19 years old and currently
has 200,000 miles. Engine 18 is the busiest fire apparatus in the Puna District.
National Fire Protection Association Standards recommend replacement after 15 years of useful life.
Engine 1 and Engine 18 serve a large population and a growing population, respectively. The purchase of
the new two apparatus will provide reliable front-line response vehicles. The new apparatus will reduce
repairs and maintenance costs. The Fire Department specifies fire apparatus that are manufactured to the
latest National Fire Protection Association (NFPA) Standards and Department of Transportation (DOT)
Regulations, providing for the safety of our personnel and the driving public.
Having reliable fire apparatus in our fleet is cost effective as it will reduce operating costs and will also
increase our fire fighting effectiveness thereby reducing fire loss to the community.
The estimated FY 2014-2015 payments are currently budgeted in our FY 2014-2015 operating budget.
Lease payments for subsequent years will be budgeted accordingly. Being that current fiscal year payments
have been budgeted, the Department is requesting that the Finance Committee hearing be waived.

RE: Resolution No. 506-14 : A Resolution Authorizing the Payment of Funds of a Later
Fiscal Year and of More Than One Fiscal Year for a Multi-Year Lease of Two (2) Fire
Apparatus (Fire Trucks) for the Hawai`i Fire Department.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
