These funds will be used to provide a grant to the Puako Community Association, a 501(c)3 organization, to study the impact of land-based pollutants on the reef ecosystem. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $6,000 to the Department of Environmental Management, Wastewater Division's Wastewater OCE account within the Sewer Fund. REQUEST: To amend the FY14-15 Operating Budget, Ordinance No. 14-81, to increase the Sewer Fund as follows: Revenues: $6,000 030.3609.11 Transfer from General Fund Expenses: $6,000 030.631.5631.02.115 Wastewater OCE, Misc. Contract Services B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Council Member Margaret Wille is proposing to transfer$6,000 out of the Council Services - Contingency Relief Account to the Department of Environmental Management, Transfer to Sewer Fund. The discretionary funds from District 9 will be used as a grant to the Puako Community Association to study the impact of land based pollutants on the reef ecosystem. Council action is requested to amend the Sewer Fund budget by increasing revenues and appropriating funds to the miscellaneous contracts account. We request that this bill be handled as a companion bill to Council Member Wille's Resolution to transfer the funds out of the Council Services - Contingency Relief Account and thereby agendized accordingly. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
