J�SY Os M�,.• ... <br /> COUNTY OF HAWAII '-���� /i•> STATE OF HAWAII <br /> 44 of•N�N:. <br /> RESOLUTION NO. 510 14 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE PUAKO <br /> COMMUNITY ASSOCIATION FOR A WASTEWATER STUDY. <br /> WHEREAS, the Puako Community Association, a 501(c)(3) nonprofit organization, is <br /> passionate about the impact of land-based pollutants; and <br /> WHEREAS, the Puako Community Association is clear and firm about being a good <br /> steward of the water, ocean, and reef right out their front door; and <br /> WHEREAS, the wastewater from the Puako area is not treated at a central waste- <br /> treatment facility; and <br /> WHEREAS, sewage from homes flow into either cesspools or septic systems installed <br /> close to the shoreline and in highly permeable basalt; and <br /> WHEREAS, the Puako Community Association would like to assess whether the <br /> community needs to change their sewage treatment systems; and <br /> WHEREAS, the University of Hawai`i at Hilo (UHH) will conduct a study that will <br /> establish a baseline, which will enable a comparison of water quality before and after the <br /> completion of cesspool removals in Puako and Waialea Bay; and <br /> WHEREAS, the goal of this project is for the Puako community to work with UHH to <br /> identify land-based sources of pollution and to assess their impact on water quality and the reef <br /> ecosystem; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds from District 9 will be appropriated to the <br /> Department of Environmental Management to provide a grant to the Puako Community <br /> Association to assist UHH with conducting a study on the impact of land-based pollutants on the <br /> reef ecosystem at Puako; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> following amount is hereby transferred/appropriated as set forth below: <br />
