RESOLUTION NO. 510 14 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE PUAKO COMMUNITY ASSOCIATION FOR A WASTEWATER STUDY. WHEREAS, the Puako Community Association, a 501(c)(3) nonprofit organization, is passionate about the impact of land-based pollutants; and WHEREAS, the Puako Community Association is clear and firm about being a good steward of the water, ocean, and reef right out their front door; and WHEREAS, the wastewater from the Puako area is not treated at a central waste- treatment facility; and WHEREAS, sewage from homes flow into either cesspools or septic systems installed close to the shoreline and in highly permeable basalt; and WHEREAS, the Puako Community Association would like to assess whether the community needs to change their sewage treatment systems; and WHEREAS, the University of Hawai`i at Hilo (UHH) will conduct a study that will establish a baseline, which will enable a comparison of water quality before and after the completion of cesspool removals in Puako and Waialea Bay; and WHEREAS, the goal of this project is for the Puako community to work with UHH to identify land-based sources of pollution and to assess their impact on water quality and the reef ecosystem; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from District 9 will be appropriated to the Department of Environmental Management to provide a grant to the Puako Community Association to assist UHH with conducting a study on the impact of land-based pollutants on the reef ecosystem at Puako; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: GENERAL AMOUNT OF APPROPRIATION: $6,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC —Contingency Relief $6,000 CREDITED TO: 010.801.5801.31 Department of Environmental Management $6,000 Trans to Sewer Fund 341 Misc. Charges (Puako Wastewater Study) BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Director of Environmental Management and the Director of Finance and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
