Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year lease agreement for a bucket truck for the Department of Public Works' Traffic
Division. This equipment will be utilized by the Traffic Division for general streetlight
installation and maintenance, and for the conversion from low pressure sodium (LPS)to light
emitting diode (LED) streetlights.
The estimated lease cost is approximately $4,167 per month. If there are any questions, please

A. REQUEST:
DPW-Traffic Division is requesting a resolution authorizing the payment of funds, in a later year and for more
than one fiscal year, for a multi-year lease to purchase a Bucket Truck for the Signals & Street Lights
section. The lease to purchase would be for a term of no more than five (5) years.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Traffic Division is currently in need of replacement Bucket Truck for streetlight installation and
conversion from low pressure sodium (LPS)to light emitting diodes (LED) lights. Current vehicle is 12 years
old and the reach of the 33' boom extension is short with new streetlight installations in West Hawai'i. This
new equipment request will increase the productivity and ability of the Signals& Street Light crews to install
new conversions, repair and maintain existing signals and streetlights that service the public.
Anticipated costs are approximately $250,000 with interest over a five year lease to purchase term.
Estimated lease cost is approximately$4,167.00 per month or$50,000 annually to begin upon estimated
delivery date of January 2016.
This purchase will be funded by the Highway Fund.

RE: Resolution No. 511-14 : A Resolution Authorizing the Payment of Funds of a Later
Fiscal Year and of More Than One Fiscal Year for a Multi-Year Lease of One (1) Bucket
Truck for the Department of Public Works.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
