The funds would be used to pay for operational expenses incurred to provide this program to school children in grades kindergarten through the twelfth grade. The Read Aloud Program (RAP) promotes interaction and communication among both children and adults, while forging bonds between businesses, schools, parents and community agencies. RAP is an innovative family program that brings parents and children together and motivates them to read, thus promoting literacy and increasing children's prospects for success in school and in life. Enclosed is a resolution authorizing the Office of the Prosecuting Attorney to provide $100,000 to Read Aloud America, pursuant to Hawai`i County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A). The Office of the Prosecuting Attorney requests that this resolution be waived from the Finance Committee, and be placed on the September 17, 2014 Council Agenda. REQUEST: Approval to provide a grant of $100,000 to the 501 (c) (3) Read Aloud America Inc. The funds will be used to pay for operational expenses inccurred while providing the Read Aloud program to school children in Hawaii County in grades Kindergarten through 12th grade. We would like to request that the resolution be waived from the Committee and placed on the September 17th Council Agenda in an effort to get the fuinds to Read aloud America Inc. as soon as possible as their program begins in September. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Office of the Prosecutor, in collaboration with the Mayor's office would like to provide Read Aloud America Inc. with funds to assist in paying for the cost to continue to implement the Read Aloud program in Hawaii County Schools. Having the Read Aloud program delivered in the schools of Hawaii County will benefit the youth, families, schools and community. In addition to providing an activity that promotes closeness and communication, lifetime readers, reading skills, and listening skills, the Read Aloud progratzfm improves our County by 1) raising the literacy of adults and children, 2) bringing families together, forging bonds between businesses, schools, parents and community agencies. We wouOld like to provide them with $100,000 to continue implementing their program in our county. Funds would be used for any expenses that Read Aloud America incurrs in its delivery of the program in Hawaii County including, salaries, supplies, travel, etc. Read Aloud America Inc. has agreed to work closely with the Office of the Prosecuting Attorney for monitoring and reporting activities. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
