I support increased agriculture on the Big Island and agri-tourism in some certain
places,but not all; and definitely not in small parcel neighborhoods where the
increase in traffic would be a burden and disruption to residents. This needs to be
considered on a case-by-case basis or else Bill 25 must include language specifying
the sort of area this may occur in.
In Bill 25 the only defining criteria is the amount of money earned annually by a
grower. If an operation or individual farmer earns more than$834/month
($10k/yr) then they may consider themselves "major" and can allow and charge
30,000 visitors a year. There is no thought or consideration given to where this can
happen with regards to neighbors or access. Having 100 cars a week or up to 30,000
people a year driving in and out of a farming operation could cause serious
disturbance to nearby residents and completely alter the peaceful lifestyle most
folks moved here to enjoy.
I truly fear this bill, as proposed, could lead to unintended negative consequences to
many in the Puna District,while benefitting but a few. This needs to be reconsidered
and more caveats included to ensure this agri-tourism is conducted only in
appropriate locations and only on an acceptable level (not 30,000 people a year
most likely). This bill is too generic and as such should not be passed.
