Box 711382 Mountain View, HI 96771 808-430-1777 pintonian @hotmail.com Q 2r cJ LA) O -< May 30, 2014 - Hawaii County Council N 3> Testimony in support of Communication 690.14 w I have been deeply involved in community planning efforts in the Puna Districts and was on the Sub-Committee on Connectivity and Emergency Response the produced the Report on Connectivity that was just approved by the PCDP. It became clear that Fern Acres is especially in need of an additional road in and out of the subdivision. If S. Kulani is blocked the residents have no other access. Even with S. Kulani open the residents could not all be evacuated in the case of a wild fire. Many of the students attending Mountain View School reside in Fern Acres. Re-opening S. Lauko road would provide safer access to the school. The congestion of traffic on Highway 11 trying to turn left into the Mountain View Elementary School in the morning and afternoon is a hazardous situation. S. Lauko access would allow parents to turn right on Highway 11 above the school and drop off students without a left turn. The re-opening of S. Lauko road has also been approved by the members of the Mountain View Village Planning Group, a sub-committee of the PCDP. S. Lauko road has been identified as an essential artery for Mountain View by the Village Plan. There is no known community opposition to the re-opening of S. Lauko Road. S. Lauko land owners as well as the Fern Acres Community Association have approved the route. Please approve this measure that will provide the communities of Mountain View and Fern Acres with this much needed road. Patti Pinto Comm. N. - 0.L Rd . To: III Ref. Date 11
