Testimony if favor of Resolution 405 providing $10,500 to District 9 CERT teams for
equipment and supplies.
Aloha,
My name is Sherman Warner. I am a resident of Waimea, president of the Waimea
Community Association, and I am also a volunteer with the Friends of Historic Spencer
House, a group that leased Waimea's Spencer House for the purpose of making it a hub for
non-profit organizations, social enterprise groups, and individuals dedicated to benefiting our
community.
CERT is a critically important organization, responding to immediate needs in times of
emergency. We know that the island of Hawai'i is subject to a wide range of natural disasters,
including hurricanes, earthquakes, brush fires, tsunamis, and more, but this year we should
pay particular attention to hurricane preparedness. Forecasters are predicting that conditions
developing in the Eastern Pacific Ocean indicate a rising probability that we will see a record
El Nino event in 2014. Hurricanes Iniki, the worst hurricane in recorded history happened in a
strong El Nino year, and so did Hurricane Iwa. CERT will play an essential role in helping
South Kohala residents when a hurricane or another disaster if occurs.
Renting space at Spencer House for storage of CERT's equipment and supplies as well as for
use as a base for its operations not only makes logistic sense for CERT but it would also
supports the preservation of Spencer House and its use as a center for activities which benefit
the community.
