Please accept this letter in support of the nomination and confirmation of Molly A. Stebbins as
the next Corporation Counsel for the County of Hawaii.
Having hired Molly as a deputy, having worked closely with her, and most importantly having
seen her maturation as a lawyer and person, I feel able to offer a candid assessment of her strengths that
qualify her to serve as the County's top civil attorney.
Molly was the very first attorney we hired right out of law school. Suffice it to say the work at
Corporation Counsel is much more expansive and technical vis-à-vis other government offices; for this
reason it is very rare any candidate right out of law school is hired for these positions. Although it was
our intention to simply give Molly a"courtesy interview,"she impressed us with her enthusiasm and her
maturity that was beyond her years. Our decision to hire her is one we do not regret.
Molly was given the important public safety assignments of attorney to the Police and Fire
Departments, wherein she excelled. Doing her annual job performance reports was a pleasure; the Police
and Fire leadership lauded Molly for her knowledge, deliberateness, and professionalism. During this
assignment, she developed expertise in a wide range of areas including labor and employment,
procurement and purchasing, and civil liberties and liabilities.
Recognizing and honoring the authority of the Council to confirm mayoral nominees, I humbly
recommend Molly A. Stebbins for the Council's favorable approval. Molly possesses the professional
and human qualities necessary for success in this important office.
