Your Committee on Finance, to which was referred Resolution No. 512-14, reports as follows:
Resolution No. 512-14,transmitted by Finance Director Nancy Crawford, via Communication No. 1018
dated August 28, 2014, authorizes the Department of Public Works to award funds to Peoples Advocacy
for Trails Hawai`i (PATH).
A grant in the amount of$94,329.27 would be used by PATH to implement the County's Safe Routes to
School program.
The Department of Public Works was awarded funds from the State of Hawai`i Department of
Transportation for the Safe Routes to Schools Program (SRTS), which was appropriated via
Ordinance No. 14-95, effective July 10, 2014.
Public Works Civil Engineer Aaron Takaba appeared before the Finance Committee for questions. He
stated that PATH will serve as the SRTS program coordinator. Mr. Takaba informed council members
that PATH will work with the communities and the County to identify barriers and infrastructure
solutions.
Council Member Ford expressed her concern that the State of Hawai`i Department of Education has not
been helpful in moving a SRTS program forward for Kahakai Elementary School.
Pursuant to Chapter 2, Article 25, of the Hawai`i County Code (2005 Edition as amended),the County
may provide grant funds to 501(c)(3) nonprofit organizations providing programs and services
determined to be in the public's interest.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 512-14, and
recommends its adoption.
