No. 71 to the Real <br /> Property Tax Stakeholders Task Force (Task Force)to review and report back to the Committee on <br /> Finance. <br /> Bill No. 71 proposes to reduce the number of years required to foreclose on a property for delinquent real <br /> property taxes from three years to two years. It also contains some non-substantive language and <br /> organizational changes to Sections 19-38 and 19-40. <br /> On July 21, 2014 and September 8, 2014, the Task Force reviewed Bill No. 71. Task Force members <br /> pointed out shortening the period to two years will encourage more timely payment of taxes and help to <br /> reduce potential loss of property value through deterioration over time. The members also acknowledged <br /> the change in foreclosure period will not immediately result in a higher volume of properties sold at <br /> foreclosure auction. So as to provide the Administration with some flexibility on the timing of the <br /> disposition of foreclosed properties, the Task force suggests an amendment to change Section 19-38(a)to <br /> say that properties "may" be sold rather than "shall" be sold by way of foreclosure. <br /> The Task Force supports Bill No. 71 with amendments. <br /> Margaret Wille <br /> Co-Chair <br /> Real Property Tax Stakeholders Task Force <br /> MW/dh 210i. <br /> Comm.
