SUBJECT: Ordinance Amending Chapter 3 of the Hawaii County Code 1983
(2005 Edition, as amended), Relating to the Regulation of Signs in the
Pahoa Village Design District
I am pleased to forward for your consideration and adoption a bill to adopt an ordinance
establishing standards for signage within the Pahoa Village Design District. These signage
standards were drafted by the members of the Pahoa Regional Town Center Plan Subcommittee
(subcommittee) of the Puna CDP Action Committee. Refinements were made based on input
received from the public at two community meetings held in Pahoa in March and August 2013,
Pahoa landowners and merchants at a special subcommittee meeting in June 2013, and from the
Department of Public Works and Planning Department in July 2013.
Concurrently, bills amending Chapter 25 (Zoning Code) to establish the Pahoa Village Design
district as a special district and to establish a review process for development projects within the
Pahoa Village Design District against the Pahoa Village Design Guidelines have been have been
transmitted to the Council with the favorable recommendations of the Windward and Leeward
Planning Commissions.
