Home My WebLink AboutRES 525 Draft 01 2012-2014 COUNTY OF HAWAII •: "'.-�.'/:• STATE OF HAWAII '',,,._OF•MF''r- RESOLUTION NO. 525 14 A RESOLUTION STRONGLY URGING THE DIRECTOR OF THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT TO INCREASE THE DIVERSION RATE OF SOLID WASTE AS RECOMMENDED IN THE 2009 ZERO WASTE IMPLEMENTATION PLAN FOR THE COUNTY OF HAWAII. WHEREAS, on January 23, 2003, the County Council adopted Resolution No. 28-03, Draft 2, which set goals to divert 50 percent of solid waste from any landfill by 2008 and 80 percent by 2013; and WHEREAS, according to the Department of Environmental Management, for the fiscal year 2012/2013 the diversion rate was only 34 percent; and WHEREAS, Council Resolution No. 28-03, Draft 2, pursuant to Hawai'i Revised Statutes §342G-2, affirms that each county adopt solid waste management practices in the following order of priority: (1) Source reduction; (2) Recycling and bioconversion, including composting; and (3) Landfilling and incineration; and WHEREAS, on December 19, 2007, the County Council adopted Resolution No. 356- 07, Draft 2, to embrace and adopt the principles of zero waste as a long-term goal for Hawai`i County; WHEREAS, these zero waste principles include promoting the highest and best use of materials by emphasizing a closed-loop system of production of materials to consumption/use of materials to production of new materials, moving in logical increments toward the goal of zero waste through the core principles of: • Improving "downstream" reuse/recycle of end-of-life products and materials to ensure their highest and best use; • Pursuing "upstream" re-design strategies to reduce the volume and toxicity of discarded products and materials, and promote low-impact or reduced-consumption lifestyles; • Fostering and supporting the use of discarded products and materials to stimulate and drive local economic and workforce development; and WHEREAS, the principles of zero waste emphasize a resource management program by way of programs aimed at reuse, reduce, and recycle, including composting of food, soiled paper and organic materials; and WHEREAS, on January 23, 2009, the County Council adopted Resolution No. 826-08, Draft 2, which urged the Director of the Department of Environmental Management to develop an ordinance and implement a plan to prohibit food, paper, and compostable organics from Hawai`i County landfills by 2012; and WHEREAS, diversion of food, paper, and compostable organics would enable the County to give back to our soil needy `aina, or in other words, to move towards a closed loop system—from the land and back to the land, by way of a compost production program in partnership with the private sector; and WHEREAS, the Director of the Department of Environmental Management has not yet designed and implemented a County-wide plan to divert food, paper, and compostable organics from landfills or incineration; and WHEREAS, the 2009 County of Hawai`i Integrated Resources and Solid Waste Management Plan Update identified recycling and best use resource management as major activities to help the County reach its diversion goals established by Resolution No. 28-03, Draft 2; and WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i states that"While the County is moving towards increased diversion of discarded materials, focusing on recycling and composting, 70% of what is currently generated continues to be landfilled, and it is this material that will provide resources, revenue and jobs required to support the island's sustainability." ; and WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i recommends that landfills and solid waste transfer stations be redesigned into Resource Recovery (RR)Parks, including: • "ReStores" on at least six sites for recovery and sale of reusable items; • Mini-MRFs on at least six sites to accept and sort commingled recyclables; • Organic material and rock grinding areas; • Full signage and demonstration areas; and WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i recommends a resource management approach that includes establishing regulations for: • Construction and demolition reuse and recycling plans; • Separation of designated organics,reusable and recyclables (including all commercial haulers being required to provide recycling services as a condition of their County permit); • Funding for training and social marketing programs; • Retailer and producer take-back of non-recyclable, non-reusable or non-compostable products and packaging; • Keeping compostable organics out of landfills; and 2 WHEREAS, an ordinance requiring all commercial haulers to provide recycling services as a condition of their County permit would increase the diversion rate in a manner consistent with a resource management—best reuse plan; and WHEREAS, allowing commercial haulers to use the County recycling bins at the transfer stations would decrease trucking costs and promote diversion in a manner consistent with a resource management—best use plan; and WHEREAS, updating signage and information describing materials that can be placed in recycling bins and educating the public on the importance of maximum "up stream" sorting would increase the diversion rate in a manner consistent with a resource management—best reuse plan and also decrease the financial burdens of"down-stream sorting"; and WHEREAS, installing drop-off bins for green waste at all solid waste transfer stations would increase the diversion rate in a manner consistent with a resource management—best reuse plan and would maximize the use of greenwaste for compost and mulch; and WHEREAS, installing a five- bin recyclable system at all solid waste transfer stations and installing recovery stations at primary transfer stations would increase the diversion rate in a manner consistent with a resource management—best reuse plan; and WHEREAS, pursuing an aggressive resource management solid waste program would significantly reduce the amount of solid waste entering landfills as un-diverted trash or as toxic waste from any incineration program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it strongly urges the Director of the Department of Environmental Management to implement the recommendations of the 2009 Zero Waste Implementation Plan for the County of Hawai`i to increase the diversion rate of solid waste entering landfills by way of reuse—reduce—recycle programs. BE IT FURTHER RESOLVED that the Council encourages the administration to partner with the private sector to maximize the benefits of aggressive reuse—reduce—recycle— composting programs. BE IT FURTHER RESOLVED that the Council finds that all commercial haulers should be required to provide recycling services as a condition of any related County permit. BE IT FURHER RESOLVED that the Council supports a policy change to allow commercial haulers to use the County drop off bins and collection areas for recyclables compostables, and reuse-ables, at all solid waste transfer stations. BE IT FURTHER RESOLVED that the Department of Environmental Management update signage and information describing materials that should be deposited in recycling bins. 3 BE IT FURTHER RESOLVED that drop-off bins for green waste shall be installed at all transfer stations by January 1, 2016. BE IT FURTHER RESOLVED that a five-bin recyclable system shall be installed at all transfer stations and recovery stations at primary transfer stations by January 1, 2016. BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this resolution to the Honorable William P.
