TITLE: NOMINATION OF DONALD IKEDA TO THE WINDWARD PLANNING
COMMISSION
EXPLANATION: Communication dated August 21, 2014, from Mayor William P. Kenoi,
submitting for the Council's review and confirmation of Mr. Ikeda's nomination.
A motion to approve nomination was made by Mr. Onishi and seconded by Mr.
Kanuha. Executive Assistant to the Mayor, Ms. Charmaine Shigemura,
introduced nominee via videoconferencing from Hilo Council Chambers.
Mr. Ikeda is a lifelong resident of Hawai`i. He was employed by the County of
Hawai`i from 1992 to 2012, serving as a member of the Hawai`i County Council
from 2004-2012. Mr. Ikeda is the past president of Kaumana Elementary School
and past treasurer of Hilo Intermediate School. He is also a former member of the
Hawai`i Island Red Cross Disaster team. He states that he is a Democrat and if
confirmed, Mr. Ikeda will serve a term to expire on March 31, 2014. He replaces
Wallace Ishibashi whose term expired on March 31, 2014.
Mr. Ikeda appeared in front of your Committee with an opening comment
appreciating the Mayor for the opportunity to serve. He expressed feeling very
honored to be chosen for this commission because it gives him a chance to put
input as to the growth and direction for East Hawai`i and the island of Hawai`i.
He believes if we don't have growth then the community will die,thus he hopes
to provide some direction so that we may move forward. Committee Members
Onishi and Yoshimoto, as well as Chair Kern, expressed strong support of
nomination providing brief background of Mr. Ikeda's skills and experience, as he
previously served as Chair of the Committee on Planning for four years while
elected as a member of the Hawai`i County Council.
Your Committee agreed that Mr. Ikeda is not required to appear at final
confirmation before the full Council.
RECOMMENDATION: Confirmation of the appointment of Donald Ikeda to the Windward Planning
Commission.
