RESOLUTION NO. 518 14
A RESOLUTION URGING THE WATER BOARD OF THE COUNTY OF HAWAII TO
TAKE ANY AND ALL ACTIONS NECESSARY TO ACQUIRE LAND AND DEVELOP
A NEW WATER WELL, RESERVOIR, SUPPORTING FACILITIES, AND A NEW
TRANSMISSION MAIN IN OCEAN VIEW, DISTRICT OF KA`U, HAWAII.
WHEREAS, Ocean View Well #1 and a spigot station were activated on July 5, 2012, in
the rural district of Ka`u; and
WHEREAS, there is a concern that Ocean View Well #1, which has no back up, may be
over-pumped. The nearest locations for area residents and businesses to get water if Ocean View
Well #1 is unavailable is Wai`ohinu (Ka`u) or Honaunau (South Kona); and
WHEREAS, well equipment, including the pump, at Ocean View Well #lhas required
significant and substantial repair, and even normal preventative maintenance requires down-time
which may temporarily take any well out-of-service. An additional well in Ocean View will be
part of the system's infrastructure in normal and emergency times; and
WHEREAS, there is only one fire hydrant in Ocean View near Ocean View Well #1 that
can be used for fire suppression. The HFD is in the process of obtaining 3,000 gallon tankers for
the rural areas to assist with fire suppression and containment support. However, even the large
tankers need to be refilled at a hydrant in rural areas. Having a second hydrant approximately
five miles north of the existing well would be an asset for fire suppression and containment
allowing HFD vehicles to refill and quickly return to the site of a house or business fire or a
wildfire; and
WHEREAS, Ka`u needs another potable water well to provide increased water
availability and available water units to allow additional businesses and residences to obtain
County water, to improve the reliability of the Ocean View water system through redundancy, to
improve the long-term water safety of the community, and to improve the ability of the Hawai`i
Fire Department ("HFD") to obtain water for fire suppression; and
WHEREAS, the Department of Water Supply (DWS) has investigated and determined
where potable water is most likely to be found in Ocean View; and
WHEREAS, one to two acres of land are required to drill an exploratory well. If the
exploratory well meets DWS requirements, DWS would be able to approve construction of a
production well (Ocean View Well #2), an electrical control building, and a reservoir that can
hold at least 1,000,000 gallons of water; and
WHEREAS, development of Ocean View Well#2 would enable DWS to install an
adequately-sized water main from the Ocean View Well #2 reservoir to connect with the existing
water main from Ocean View Well #1; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Water Board is urged to authorize the development of Ocean View Well #2, a reservoir, support
facilities, and water main to connect with Ocean View Well #1 for Ocean View in its five-year
plan, and further authorize the Department of Water Supply to engineer and construct Ocean
View Well #2 and all accessory facilities.
BE IT FURTHER RESOLVED that the Water Board is urged to authorize the
acquisition of the land required for development of Ocean View Well #2 and accessory facilities,
which land shall be placed in its ownership. The Water Board may authorize any financing
mechanism from any source to obtain funding, including grants and bonds, any contractual
means to pay for construction of the well, its components, its necessary materials, and complete
any other necessary procedure, including acquisition of permits.
BE IT FURTHER RESOLVED that the Planning Department is urged to collaborate in
this endeavor by authorizing the subdivision of property as necessary and appropriate, to meet
the requirements of DWS at no cost to the land owner to allow the County to acquire desired
property in an expeditious manner.
BE IT FURTHER RESOLVED that the Department of Public Works is urged to
collaborate with DWS to allow road access from the road owner and issue permits, as necessary,
at no cost to DWS to allow connection of the proposed Ocean View Well #2 via a buried and
adequately-sized water main to the water main connected to Ocean View Well #1.
BE IT FURTHER RESOLVED that the Office of Corporation Counsel is urged to
collaborate with the Water Board and DWS to determine requirements to acquire legal title to
property required by DWS for completion of this project, to obtain a Right-of-Entry for
construction, to obtain an easement on any public or private road, if necessary, and to provide
any legal assistance necessary to allow DWS to place the water main within the designated
roadway and to pave over the water main with appropriate material.

BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i is directed to
transmit copies of this Resolution to: 1) the Honorable William P. Kenoi, Mayor of the County
of Hawai`i; 2) the Director of Planning; 3) the Director of Public Works; 4) the Office of the
Corporation Counsel; 5) the Chairperson of the Water Board; 6) the Manager-Chief Engineer of
the Department of Water Supply; 7) the Hawai`i Fire Department; and 8) the Director of
Finance.
