Re: Resolution to amend Resolution 264-14
Enclosed is a resolution to amend Resolution No. 264-14 which proposed the establishment of a
sewer system improvement district for the Lono Kona Subdivision. Exhibit A of the resolution
amends the Director's Report with a revised assessment roll. Additionally, the resolution calls
for another public hearing.
Due to the time sensitive nature of this matter we request that this resolution be waived from the
Finance Committee and be placed on the October 1. 2014 Council agenda. If there are any
questions, please do not hesitate to call Treasurer Mike Okumoto at 933-6240.

A. REQUEST:
A resolution to amend Resolution No. 264-14, which proposed to establish a sewer improvement district for
the Lono Kona subdivision, is requested. The amending resolution calls for the approving and adopting a
supplemental report to amend the Director's Report dated December 11, 2013. In the amended Director's
Report, a revised assessment roll is attached. A public hearing would be held not later than 60 days after
adoption of this resolution.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Resolution No. 264-14 and Section 12-28 of the County Code, a public hearing was held on
March 18, 2014. A further review of the proposed assessment roll was made after receiving communications
that the assessment roll contained inaccuracies. A review of the property classification was done by the
Real Property Tax Division followed by a mail out to all Lono Kona subdivision property owners to confirm
their property classification. Other issues that arose are outlined in the amendment to the Director's Report.

RE: Resolution No. 519-14 : A Resolution Approving and Adopting a Supplemental
Report of the Director of Environmental Management Regarding the Proposed Sewer
Improvement District for the Lono Kona Subdivision, Amending Resolution No. 264-14
Pertaining to the Proposed District, and Providing for a Public Hearing Regarding the
Proposed District.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
