Re: Operating Budget
The U.S. Department of Homeland Security (DHS) and Federal Emergency Management Agency
(FEMA) are providing $319,950 of federal funds to the Hawai`i Fire Department (HFD) to allow
them to purchase an emergency vehicle driver training course simulator. The use of a simulator
for driver training has multiple positive impacts. This includes allowing a single instructor to train
multiple students during one session, delaying the need for actual behind-the-wheel training which
requires vehicles to be taken out of service, and to provide a more comprehensive overall driver-
training program.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the DHS and
FEMA for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $319,950 grant award.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into and agreement and accept a grant from the U.S.
Department of Homeland Security - Federal Emergency Management Agency.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The U.S. Department of Homeland Security (FEMA) has approved the Federal funded grant of$319,950 for
the purchase of Emergency Vehicle Driver Training Course simulator for the Fire Department's Training
Bureau. The simulator will allow a single instructor to train more students during one session because
multiple driver training systems will be used simultaneously which will allow us to expand the length and
complexity of the training. Many driving tasks can be learned and practiced in a simulator before training in
actual vehicle and vehicles will no longer be required to be taken out of service for extensive periods of time
to perform hands-on driver training. Training will be standardized, so each student will be able to master the
same driving techniques in a controlled environment, however the simulator can be adjusted to simulate
unique "local" driving conditions. In a simulator, potentially dangerous or threatening situations can be
experienced in complete safety. We also anticipate seeing a reduction in maintenance and fuel costs since
students will need to spend less time training in actual vehicles. Driver training can continue regardless of
weather, time of day or traffic conditions. The Hawaii Fire Department will be able to offer more 'hands on'
student training time and drivers will be able to practice difficult maneuvers repeatedly until mastered.

On behalf of the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security
(DHS), I am pleased to inform you that your grant application submitted under the FY 2013 Assistance to
Firefighters Grant has been approved. FEMA's Grant Programs Directorate (GPD), in consultation with the U.S.
Fire Administration (USFA), carries out the Federal responsibilities of administering your grant. The approved
project costs total to$355,500.00. The Federal share is 90 percent or$319,950.00 of the approved amount and
your share of the costs is 10 percent or$35,550.00.
Before you request and receive any of the Federal Grant funds awarded to you, you must establish
acceptance of the Grant and Grant Agreement Articles through the Assistance to Firefighters Grant
Programs'(AFG) e-grant system. Please make sure you read and understand the articles as they outline the
terms and conditions of your grant award. By accepting the grant, you agree not to deviate from the approved
scope of work without prior written approval, via amendment request, from FEMA. Maintain a copy of these
documents for your official file.
If your SF 1199A has been reviewed and approved, you will be able to request payments online. Remember,

RE: Resolution No. 520-14 : Resolution Authorizing the Office of the Mayor to Enter into
an Agreement with the U.S. Department of Homeland Security (DHS) and the Federal
Emergency Management Agency (FEMA), Pursuant to HRS 46-7, for the FY 2013 Assistance
to Firefighters—Operations and Safety Grant to the Hawai`i Fire Department; and
Bill No. 284 : An Ordinance to Amend Ordinance No. 14-81, as Amended,the
Operating Budget for the County of Hawai`i for the Fiscal Year ending June 30, 2015.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter,timely
approval is crucial. It is therefore advantageous that approval is granted and the matter be placed
onto the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
