RESOLUTION NO. 540 14
A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY
ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC ACID
FOR NORTH AND SOUTH KONA, KA`U, AND THE GREATER VOLCANO AREA OF
COUNCIL DISTRICTS 6, 7, AND 8.
WHEREAS, Council Districts 6, 7, and 8 have experienced an infestation of coqui frogs
and are challenged with the noise and nuisance that these frogs are causing; and
WHEREAS, the coqui frogs negatively affect Hawaii Island's economy, environment,
and quality of life; and
WHEREAS, Hawaii County Economic Opportunity Council ( HCEOC), a 501(c)(3)
nonprofit organization, will assist with the distribution of citric acid to the communities at a
reasonable cost; and
WHEREAS, pursuant to Section 2- 139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting county department /agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Department of Research and Development to provide a grant to HCEOC to purchase citric
acid for Council Districts 6, 7, and 8; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred /appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
