JMty cs F COUNTY OF HAWAII •_• '• STATE OF HAWAII •OF•N�'� RESOLUTION NO. 541 14 A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH KOHALA COMMUNITY RESOURCE CENTER FOR THE KOHALA COQUI COALITION. WHEREAS, the North Kohala Community Resource Center ( NKCRC), a 501(c)3 non- profit organization, will coordinate with the Kohala Coqui Coalition to keep Kohala coqui frog free through education, eradication, and prevention; and WHEREAS, the coqui frogs has no natural enemies in Hawaii; competes with Hawai`i's native bird species; consumes up to 50,000 insects per night; can live between six to seven years; frog's callings are measured between 80 to 90 decibels which is as loud as a lawnmower; and the female coqui frogs continually lays between 30 to 60 eggs per month of which over 90% hatch; and WHEREAS, the impact to Hawai`i's economy is threatened with export bans to the neighbor islands, mainland and Guam; and WHEREAS, property values decline as much as 30% in affected areas; and WHEREAS, pursuant to Section 2- 139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department /agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to the Department of Research and Development to provide a grant to the NKCRC to help eradicate and keep Kohala coqui frog free; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred /appropriated as set forth below FUND: GENERAL AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 010.101.5101.91 Clerk- Council SVC — Contingency Relief $2,000
