RESOLUTION NO. 543 14
A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH
KOHALA COMMUNITY RESOURCE CENTER FOR THE NORTH KOHALA RADIO
TO DELIVER PROGRAMMING WITH A LOCAL FOCUS.
WHEREAS, the North Kohala Radio (KNKR) will begin operation by mid -2015 as a
financially sustainable, low power, and noncommercial FM radio station serving the North
Kohala community; and
WHEREAS, KNKR's mission of building community through an emphasis on
inclusiveness and broad participation in providing local focus programming; and
WHEREAS, KNKR will provide daily news about all aspects of community life;
emergency broadcasts and advisories; all weather, traffic, surf, hunting and fishing updates;
forums on community affairs and issues with call -in and in- studio public dialogue; student
broadcasts with a focus on young people's issues and experiences; remote coverage and support
of all important community and sports events; and music, hula, dance, art and cultural
expressions and conversations with local artists including heritage programs; and
WHEREAS, KNKR will promote free broadcast training at all levels for all Kohala
students and residents; and
WHEREAS, pursuant to Section 2- 139(a)(2) of the Hawaii County Code, Contingency
Relief funds shall be transferred to an accepting County department /agency via resolution
identifying the nonprofit organization and the specific program, project, or event for which the
grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Research and Development to provide a grant to the North Kohala
Community Resource Center for the North Kohala Radio station; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred /appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
