No I 0 Li$' Ref.To: t IA W r~SC�Serving the Interests of the People of Our Island Ref.Date EP 3 01 2014 Hawai`i County Is An Equal Opportunity Provider And Employer COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 28 03 DRAFT 2 RESOLUTION TO SET FORTH THE GOALS AND POLICIES OF THE COUNTY OF HAWAI'1 ON THE SUBJECT OF SOLID WASTE REDUCTION AND DIVERSION FROM THE LANDFILLS WHEREAS, on November 20, 2002, the Hawai`i County Council adopted Resolution 238- 02, which authorized the acceptance of the Update to the Integrated Solid Waste Management Plan; and WHEREAS, the county's comparative approach to waste management is to strive to maximize the life of the West Hawai`i landfill as well as increase the life of the South Hilo landfill, the county must begin diverting as much solid waste as possible from both landfills and work as a one-island county system, emphasizing public convenience; and WHEREAS, the approach chosen by the county, detailed in the Update of the Integrated Solid Waste Management Plan, describes the strategies and courses of action to reach 80% reduction of the solid waste stream prior to landfill disposal by striving to develop various waste reduction technologies and maximizing a recycling plan to promote 100% community participation; and WHEREAS, in Hawaii Revised Statutes §342G-2, the State of Hawaii has guided the state and each county to "consider the following solid waste management practices and processing methods in their order of priority: (1) Source reduction; (2) Recycling and bioconversion, including composting; and (3) Landfilling and incineration;" and WHEREAS, in Hawai'i Revised Statutes §342G-3, the State of Hawaii has adopted a goal of fifty per cent reduction of the solid waste stream prior to disposal through source reduction, recycling, and bioconversion. HRS also states that"Nothing in this chapter shall be construed to restrict a county from setting waste reduction goals higher than those of the State."; and NOW, THEREFORE, BE IT RESOLVED that the County of Hawaii now sets its goal at 50% diversion of Solid Waste from any landfill within 5 years from the date of this resolution. BE IT FURTHER RESOLVED that the County of Hawai'i now further sets its goal at 80% diversion of Solid Waste from any landfill with 10 years from the date of this resolution. BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the Honorable Linda Lingle, Governor, State of Hawai`i; Chiyome Fukino, M.D., Director, State Department of Health; Harry Kim, Mayor; County of Hawai`i; and Barbara Bell, Director, Department of Environmental Management, County of Hawaii. (a) This chapter shall be known and may be cited as the "Hawaii Integrated Solid Waste Management Act" . (b) In implementing this chapter, the department and each county shall consider the following solid waste management practices and processing methods in their order of priority: (1) Source reduction; (2) Recycling and bioconversion, including composting; and (3) Landfilling and incineration. The respective roles of landfilling and incineration shall be left to each county' s discretion . (c) In implementing this chapter, the department and each county shall consider the minimization of litter and illegal dumping as a design factor in the development of integrated solid waste management programs . [L 1991, c 324 , pt of §2 ] COUNTY OF HAWAII I•: �, ; STATE OF HAWAI I RESOLUTION NO. 356 07 (Draft 2) A RESOLUTION TO EMBRACE AND ADOPT THE PRINCIPLES OF ZERO WASTE AS A LONG -TERM GOAL FOR HAWAII COUNTY. WHEREAS, according to the County of Hawai`i's Integrated Solid Waste Management Plan, the South Hilo Landfill is currently receiving waste at a rate of 230 tons-per-day (tpd) and Pu'uanahulu Landfill at a rate of 380 tpd; and WHEREAS,the department of environmental management secured an extention of time for the closure of the South Hilo Landfill by implementing sliver-filling techniques that have added some years to the landfill's life span; and WHEREAS,the Council of the County of Hawai`i recognizes the need to increase efforts that will divert materials from the South Hilo and Pu'uanahulu Landfills, and also any future landfills; and WHEREAS,this Council realizes that Zero Waste is a long-term goal and that in the interim,programs may need to be implemented that may be counter to the ZeroWaste philosophy but are necessary to reach the long-term goal of zero waste and that such programs should not be prohibited by the embracing and adoption of the long-term goal of zero waste; and WHEREAS, the Zero Waste philosophy promotes the highest and best use of materials to eliminate waste and pollution by emphasizing a closed-loop system of production and consumption, moving in logical increments toward the goal of zero waste through the core principles of: • Improving"downstream"reuse/recycle of end-of-life products and materials to ensure their highest and best use; • Pursuing"upstream" re-design strategies to reduce the volume and toxicity of discarded products and materials, and promote low-impact or reduced-consumption lifestyles; • Fostering and supporting the use of discarded products and materials to stimulate and drive local economic and workforce development; and WHEREAS,this Council also recognizes the need to engage in public/private projects and programs to encourage the overall sustainability of our efforts; and �J 0 el WHEREAS, strategies to reach zero waste can help promote the over-arching goal of each generation leaving a reduced ecological footprint on the earth; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that through its legislation, policies, and actions that Hawai`i County shall embrace and adopt the Zero Waste philosophy of solid waste management and that the Council and the department of environmental management will take necesssary steps to incorporate the Zero Waste philosophy into the Integrated Solid Waste Management Plan; and BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i transmit copies of this resolution to the director of the department of environmental management and to the Mayor of Hawai`i County.
