RESOLUTION NO. 548 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAII
TO ESTABLISH BASIC COMPOSTING SITES IN NORTH AND SOUTH KOHALA.
WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization that currently
sponsors basic composting workshops that provide education on various composting methods
and vegetable garden production for the home; and
WHEREAS, basic composting will increase food production and security and decrease
the volume of organic material and trash going to Hawai`i County landfills; and
WHEREAS, Recycle Hawaii plans to develop small-scale, community-based
compositing sites in North and South Kohala; and
WHEREAS, these composting sites will feature aerobic, anaerobic, and Bokashi
composting methods; and
WHEREAS, funds will be needed to plan the development of small-scale, community-
based composting sites for North and South Kohala; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from District 9 will be appropriated to the
Department of Research and Development to provide a grant to Recycle Hawai`i to establish
composting sites for North and South Kohala; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
