REGARDING: Comm. No. 1048/Resolution No. 525-14
DATE: September 30, 2014
LOCATION: Council Chambers, Hilo, Hawai`i
TITLE: A Resolution Strongly Urging the Director of the Department of
Environmental Management to Increase the Diversion Rate of Solid
Waste as Recommended in the 2009 Zero Waste Implementation Plan
for the County of Hawaii.
EXPLANATION: From Council Member Margaret Wille, this Resolution strongly urges
the Department of Environmental Management to increase the
diversion rate of solid waste going into landfills by:
1. Requiring commercial haulers to provide recycling services; and
2. Allowing commercial haulers to use the County drop off bins
and collection areas for recyclables, compostables, and
reuse-ables at all solid waste transfer stations; and
3. Updating signage and information describing materials that
should be deposited in recycling bins; and
4. Installing drop-off bins for green waste at all transfer stations by
January 1, 2016; and
5. Installing five-bin recyclable system at all transfer stations and
recovery stations at primary transfer stations by January 1,
2016.
AMENDMENTS: None
RECOMMENDATION: Your Committee on Agriculture, Water and Energy Sustainability is in
accord with the purpose and intent of Resolution 525-14 and
recommends its adoption.
