HomeMy WebLinkAboutREP FC 196 2014/09/30 (2012-2014) REPORT OF THE COMMITTEE ON FINANCE REGARDING: BILL NO. 103 (COMMUNICATION NO. 361) DATE: SEPTEMBER 30, 2014 LOCATION: HILO COUNCIL CHAMBERS, HILO, HAWAII TITLE: AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 10, SECTION 19-75 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO REAL PROPERTY TAX EXEMPTIONS FOR PERSONS WHO ARE BLIND, DEAF, AND/OR TOTALLY DISABLED. EXPLANATION: Introduced by Council Member Brenda J. Ford on July 30, 2013, this legislation stipulates that exempted property be restricted to applicant's occupied principal home. On August 20, 2013, the Finance Committee postponed and referred this bill to the Real Property Tax Stakeholders Task Force (RPTSTF) for review and comment. As stated in Communication No. 361.1, the RPTSTF reviewed Bill No. 103. They recommend that to be consistent with other language related to exemptions for homeowners, the bill should specify that the owner"is qualified for the homeowner's exemption", rather than refer to only the owner's "principal home." The RPTSTF supports Bill No. 103 with the proposed changes.
