Re: Capital Budget
The Department of Parks and Recreation is requesting to add an appropriation of state funds to
Ordinance 14-82, the Capital Budget, for a project to develop a new district park servicing the town
of Waimea and surrounding communities. Enclosed is a bill for an ordinance to add the project
titled "DPR Waimea District Park Master Plan Implementation", and to appropriate $4,000,000 to
the Capital Budget. The state funding requires a County match of$4,000,000, which will be
accomplished by using an appropriation established in the FY2013-14 Capital Budget.
The Department of Parks and Recreation requests that this bill be waived from the Finance
Committee, and be placed on the October 15, 2014 Council Agenda in order to expedite this
project. If there are any questions, please do not hesitate to call James Komata of the

A. REQUEST:
An ordinance amending Ordinance 14-82, The Capital Budget, by adding the appropriation:
DPR Waimea District Park Master Plan Implementation - State $4,000,000.00
State Grants Receivable $4,000,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The project is to develop a new district park to service Waimea town and surrounding communities. State
funding requires a 1:1 county match which will be accomplished via an existing appropriation.
We are requesting an appropriation in the Capital Projects Fund to account for funds provided by the State.

RE: Bill No. 296 : An Ordinance to Amend Ordinance No. 14-82, as Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2014 to
June 30 2015.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
