Re: Operating Budget
The U.S. Department of Justice, Drug Enforcement Administration (DEA) is providing up to
$17,202.25 of federal funds for the period covering from October 1, 2013 through September 30,
2014 to the Office of the Prosecuting Attorney for their Hawai`i Airport Task Force (HATF)
program. The goal of this program is to disrupt narcotics and dangerous drug trafficking in
Hawai`i and the funds will be used to pay for overtime costs of the Office of the Prosecuting
Attorney's staff assigned to carry out the duties of HATF.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U. S.
Department of Justice for this grant. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $17,202.25 grant award.

A. REQUEST:
This is a request to enter into an agreement with the U.S. Department of Justice, Drug Enforcement
Administration (DEA) for the purpose of paying some of the costs of the Office of the Prosecuting Attorney
staff member who is assigned to the Hawaii Airport Task Force. Payment to the county will only be for
overtime salary and not include benefits, FICA or other expenses.
Please create an Ordinance to appropriate funds up to $17,202.25 for the period covering October 1, 2013
thru September 30, 2014.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Office of the Prosecuting Attorney (OPA) participates in the Hawai'i Airport Task Force. Periodically the
Taks Force requests the assistance of the staff of the OPA. The DOJ DEA supports the OPA by providing
cost-reimbursement for overtime incurred by OPA staff in the carrying out of duties requested by the Hawai'i
Airport Task Force (HATF). OPA staff assist in: disrupting illicit drug traffic in Hawaii, gathering and reporting
intelligence data and conducting undercover operations.
Reimbursement for costs only includes overtime payments to the OPA staff assigned to the HATF for duties
carried out at the direction of the HATF. Costs shall not include any costs for benefits, such as retirement,
FICA and other expenses.

RE: Resolution No. 555-14 : Resolution Authorizing the Office of the Mayor to Enter
into an Agreement with the U.S. Department of Justice, Drug Enforcement Administration,
Pursuant to HRS 46-7, to Support and Participate in the Hawai`i Airport Task Force Effort;
and
Bill No. 297 : An Ordinance to Amend Ordinance No. 14-81, as Amended,the
Operating Budget for the County of Hawai`i for the Fiscal Year ending June 30 2015.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
