Re: Operating Budget
The State of Hawai`i Department of Transportation is providing $12,560 of federally derived funds
to the Hawai`i Fire Department (HFD) for their Child Restraint program. The funds will be used
to pay for personnel costs of certified technicians to conduct inspection clinics as well as for travel
costs of personnel to attend conferences on O'ahu, and in Chicago, Illinois for this program.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i
Department of Transportation for this grant. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $12,560 grant award.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into an agreement and accept a grant from the State of
Hawaii, Department of Transportation.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii, Department of Transportation has approved a $12,560.00 to the County of Hawaii Fire
Department's Child Restraint Program through the Highway Safety Grant for Federal Fiscal Year 2015. The
grant will be used for personnel costs for certified technicians to conduct inspection clinics and travel costs
for personnel to attend the Statewide CPS Conference on Oahu and the National Conference on Highway
Safety Priorities Lifesavers Conference in Chicago, Illinois.
The goal of the program is to reduce injuries and deaths of children involved in motor vehicle crashes by
increasing the overall and correct use of child safety seats. With proper instruction and increase use, the
program hopes to reduce the incidences of unrestrained children involved in motor vehicle crashes. Studies
show 46% of children ages 14 and under who died in vehicle crashes were found to have been completely
unrestrained. The Fire Department's Child Restraint Program hopes to reduce this percentage.

RE: Resolution No. 557-14 : Resolution Authorizing the Office of the Mayor to Enter
into an Agreement with the State of Hawai`i Department of Transportation, Pursuant to
HRS 46-7, for a Grant to the Hawai`i Fire Department; and
Bill No. 299 : An Ordinance to Amend Ordinance No. 14-81, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year ending June 30 2015.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
