This equipment allows rescue personnel responding to a motor vehicle collision to rapidly gain access to the victim. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i Department of Transportation for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this$64,120 grant award. REQUEST: Prepare a resolution authorizing the Mayor to enter into an agreement and accept a grant from the State of Hawaii, Department of Transportation. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii, Department of Transportation has approved a $64,120.00 to the County of Hawaii Fire Department through the Highway Safety Grant for Federal Fiscal Year 2015. The grant will be used to purchase emergency extrication tools. According to the State of Hawaii EMS and Injury Prevention Branch a 5-year look back shows Hawaii Island with 1,133 nonfatal traffic injuries and 94 traffic deaths both the highest rates in traffic related incidents in the State of Hawaii per 100,000 residents.As the primary 911 EMS provider for the County of Hawaii,the Hawaii Fire Department(HFD) responds to each and every one of these Motor Vehicle Crashes (MVC),which over the last 3 years has accounted for 3,868 HFD responses.The specialized rescue companies out of the Waiakea and Kailua-Kona stations respond to the most severe of these crashes and provide an expertise in technical extrication, utilizing high-powered extrication tools such as the Jaws of Life and hydraulic spreaders. The locations these rescue companies are called in to often take place far off the roadway, in ditches, ravines and lava fields. The standard Jaws of Life, Spreaders and Ram are powered by an auxiliary power unit supplying pressurized hydraulic fluid to the rescue devices via long hoses, these units are very heavy, bulky and take precious time to move, set up and start. A new series of self-contained, lithium-ion battery powered rescue tools, rigorously performance tested and proven to provide the same cutting and spreading force of any hydraulic unit on the market; are now on the available and ready to step into action to swiftly extricate patients trapped within a vehicle which has been crushed by the forces of a MVC, Through the assistance of the State Highways Grant program HFD will purchase 2 full sets of eDraulic extrication tools for the Waiakea and Kailua-Kona Heavy Rescue Units. Either of these apparatus responding to a motor vehicle collision would have the capability to swiftly put these lifesaving tools to use, rapidly gain access to the victim and begin life safety measures. Through the use of these lightweight self-contained devices we are confident that it will allow our rescuers the ability to quickly deploy these rescue tools in any situation presented and provide the swiftest possible extrication possible.
