HomeMy WebLinkAboutRES 569 Draft 01 2012-2014�J+SV OF.1 COUNTY OF HAWAII STATE OF HAWAII �Tt OF.M'.�I RESOLUTION NO. 569 14 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THREE RING RANCH, INC., FOR ITS EDUCATIONAL PROGRAMS. WHEREAS, Three Ring Ranch, Inc., is a 501(c)(3) nonprofit corporation and an exotic animal sanctuary that rehabilitates and cares for injured, abandoned, endangered, and illegally smuggled animals in the State of Hawaii; and WHEREAS, Three Ring Ranch, Inc., cares for all native species, including Hawaiian hoary bats, seabirds/shorebirds, nene, pue`o, and `io, as well as non-native exotic animals such as turtles and tortoises, zebras, flamingos, and parrots; and WHEREAS, Three Ring Ranch, Inc., also provides care for species that are deemed un - releasable, educates the public and students about proper animal care, and serves as an amnesty station for alien animal species in the State of Hawaii; and WHEREAS, Three Ring Ranch, Inc., is the only sanctuary in Hawaii that is accredited by The Association of Sanctuaries, is one of 33 facilities in the United States accredited by The American Sanctuary Association, and is one of 14 facilities in the United States accredited by The Global Federation of Animal Sanctuaries; and WHEREAS, Three Ring Ranch, Inc., offers both internships for pre -vet students and summer extemships for second -year vet students and is currently affiliated with the University of California -Berkeley, University of California -Davis, and Oregon State University; and WHEREAS, 100% of the students that have interned at Three Ring Ranch, Inc., have been accepted into a veterinary college; and WHEREAS, Three Ring Ranch, Inc., also provides an after-school program for students to learn basic animal care and conservation in hopes that these students will become mentors and eventually teach others the skills that they have learned; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, the responsibility of animal control is contracted out by the Hawaii Police Department; and WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to the Hawaii Police Department to provide a grant to Three Ring Ranch, Inc., for its educational programs: $5,000 for the Pre -Veterinary Animal Behavior Studies program and $5,000 for the after-school program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $10,000 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC — Contingency Relief $10,000 CREDITED TO: 010.201.5203.02 Hawaii Police Department Police Adm Div -OCE 115 Misc. Contract Services (Three Ring Ranch, Inc.) 2 $10,000 BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii shall forward a copy of this resolution to the Police Chief and the Director of Finance, and the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
