October 20, 2014 -4 - ta J Yoshimoto, Council Chair and Members of the Hawai`i County Council -- Hawaii County Council = 25 Aupuni Street }=^ Hilo, Hawai`i 96720 a -- Re: Resolution for multi-year lease Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new multi-year lease agreement for six 3/4 ton pickup trucks, each with a compacting unit, for the Department of Environmental Management. This equipment will be used to transport personnel to various transfer stations to compact refuse and recyclables in County refuse trailers and roll off bins. The estimated lease is approximately $1,150 per month for each vehicle. The County will own the equipment at the end of this five year lease. REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for six 3/4 Ton Pickup Trucks with a hydraulic compacting unit for a period of five (5) years for the Department of Environmental Management, Solid Waste Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division is requesting to lease six 3/4 ton Pickup Trucks with a hydraulic compacting unit to be used for transporting workers to various transfer stations to compact refuse & recyclables in County refuse trailers and roll off bins. Trucks to be replaced have excessive mileage reflecting their high utilization. The general condition of these vehicles has further deteriorated due to age and use. The inability to replace these vehicles the past years due to budget constraints have pushed these vehicles to the verge of inoperability due to safety and high repair costs. Unfortunately the high cost to repair must continue until units are replaced. The cost to purchase these trucks is estimated at $65,000 each, the estimated monthly lease is $1,150 each for 5 years. Funding for the lease is included in the fiscal year 14-15 budget . This equipment will be lease financed such that the County will own the equipment at the end of the five year lease.
