Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year for a new
multi-year lease agreement for two roll off trucks for the Department of Environmental
Management. This equipment will be used to haul refuse and recyclable bins from various
transfer stations throughout Hawai`i Island to State of Hawai`i Department of Health
approved/permitted solid waste and recycling facilities. The estimated lease is approximately
$3,900 per month. The County will own the equipment at the end of this five year lease.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for 2 Roll Off Trucks for a period
of five (5) years for the Department of Environmental Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease 2 Roll Off Trucks to be used for hauling refuse & recyclable
bins from various transfer stations to DOH approved/permitted Solid Waste and Recycling facilities.
Public increase in recycling commodities requires more frequent change out of recycling roll off containers at
various transfer stations. This also requires proper vehicles and equipment to accomplish the necessary
work appropriately, in a timely efficient manner, and safely. The proper size of a vehicle increases
operational efficiency and reduces wasted time due to inappropriate equipment. Employee and public safety
are also increased by this effort.
Purchase price estimated at $220,000 each, the estimated lease is $3,900 each per month.
Funding for the lease is included in the fiscal year 14-15 budget . This equipment will be lease financed such
that the County will own the equipment at the end of the five year lease.
