These funds will be used to provide a grant to the Cooper Center Council. These funds will be used to provide a 10,000 gallon water tank on a concrete slab and a storage shed for equipment at the Volcano transfer station. Their purpose is for Coqui frog eradication and for use by the Volcano Volunteer Fire Department. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $10,000 to the Department of Environmental Management, Solid Waste Division's Landfills OCE account within the Solid Waste Fund. REQUEST: To amend the FY14-15 Operating Budget, Ordinance No. 14-81, to increase the Solid Waste Fund as follows: Revenues: $10,000 085.3609.11 Transfer from General Fund Expenses: $10,000 085.601.5604.02.110 Landfills OCE, Repairs to Facilities B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Council Member Brenda Ford is proposing to transfer$10,000 out of the Council Services - Contingency Relief Account to the Department of Environmental Management, Transfer to Solid Waste Fund. The discretionary funds from District 6 will be used to provide a grant to the Cooper Center Council to be used to provide a 10K gallon water tank on concrete slab and a storage shed for equipment at the Volcano Transfer Station to be used for coqui eradication and the Volcano Volunteer Fire Department if necessary. Council action is requested to amend the Solid Waste Fund budget by increasing revenues and appropriating funds to the repairs to facilities account. We request that this bill be handled as a companion bill to Council Member Ford's Resolution to transfer the funds out of the Council Services - Contingency Relief Account and that it be agendized accordingly. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
