A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO - HAMAKUA
COMMUNITY DEVELOPMENT CORPORATION FOR THE KAUNAMANO FARM —
FODDER SYSTEM PILOT STUDY.
WHEREAS, with hay and grain prices reaching record highs, increasing shipping costs,
and unpredictable weather patterns damaging pasture lands, farmers and ranchers across the
country are in need of a dependable and affordable feed for their livestock; and
WHEREAS, the Kaunamano Farm — Fodder System Pilot Study will provide sustainable
data to farmers and ranchers as well as to the Hawaii County Department of Research and
Development; and
WHEREAS, the study will provide data to prove that hydroponic fodder will allow
ranchers and farmers to take control of their livestock feed regimen and bring them one step
closer to sustainability; and
WHEREAS, the benefits of using fodder over grain and concentrates is that not only
could livestock be healthier and have a better quality of life, they could be more productive and
profitable; and
WHEREAS, the goal will be to establish the industry standard for humane livestock
farming and environmentally friendly pasture management to ensure the optimal health of both
the livestock and the land; and
WHEREAS, by integrating the concept of land restoration with a productive, successful
organic food system, it will produce a farm with an intimate connection to the land and its health,
one both capable of using the land to its fullest productivity and increasing the health of the soil
and the environment through careful use of appropriate farming; and
WHEREAS, the Hilo- Hamakua Community Development Corporation, a 501(c)(3)
nonprofit organization, is assisting the Kaunamano Farm — Fodder System Pilot Study along with
the Hawaii County Department of Research and Development; and
WHEREAS, funds are needed to help provide a greenhouse, the Fodder System (food
supply), and an irrigation system; and
WHEREAS, pursuant to Section 2- 139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department /agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to
the Department of Research and Development to provide a grant to the Hilo- Hamakua
Community Development Corporation for the Kaunamano Farm — Fodder System Pilot Study;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred /appropriated as set forth below:

BE IT FURTHER RESOLVED that the research methods used and data collected shall
be submitted to the Hawaii County Department of Research and Development no later than 30
days after the termination of the agreement.

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development, the Director of Finance, Adam Scharf
of Fodder Systems Hawaii, Brandon Lee and Max Bowman of Kaunamano Farm, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
