Your Committee on Finance, to which was referred Resolution No. 572-14, reports as follows:
Resolution No. 572-14, transmitted by Finance Director Nancy Crawford, via Communication No. 1115
dated October 20, 2014, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease for one crew cab pickup truck for the Department of Environmental
Management.
The resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate cost of
$800 per month. The County will own the vehicle at the end of the lease.
Council Member Wille shared her concern for the needs of District 9 and felt that more vehicles and
equipment would help the County to be more efficient, island-wide.
Solid Waste Division Chief Greg Goodale and Business Manager Robin Bauman, from the Department
of Environmental Management, appeared before the Finance Committee for questions. Mr. Goodale
stated that high mileage and repair costs are the primary reasons for vehicle replacement. He included
that due to budget cuts, deferred vehicles are being replaced as the budget can accommodate.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 572-14, and
recommends its adoption.
