Your Committee on Finance, to which was referred Resolution No. 573-14, reports as follows:
Resolution No. 573-14, transmitted by Finance Director Nancy Crawford, via Communication No. 1116
dated October 20, 2014, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease for six trucks with hydraulic compacting units for the Department of
Environmental Management.
The resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate cost of
$1,150 per month for each vehicle. The County will own the vehicles at the end of the lease.
Council Member Onishi spoke in support of the resolution; however, he wanted clarification of where
and how the trucks will be utilized.
Solid Waste Division Chief Greg Goodale, from the Department of Environmental Management,
appeared before the Finance Committee for questions. Mr. Goodale informed the Council that the
trucks will be used at various island-wide transfer stations to help the service attendants compact the
rubbish trailers in lieu of the truck tractors.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 573-14, and
recommends its adoption.
