Your Committee on Finance, to which was referred Resolution No. 574-14, reports as follows:
Resolution No. 574-14, transmitted by Finance Director Nancy Crawford, via Communication No. 1117
dated October 20, 2014, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease for two roll off trucks for the Department of Environmental
Management.
The resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate cost of
$3,900 per month. The County will own the vehicles at the end of the lease.
Council Member Wille and Onishi spoke in support of the resolution; however, they wanted clarification
of where and how the trucks will be utilized.
Solid Waste Division Chief Greg Goodale, from the Department of Environmental Management,
appeared before the Finance Committee for questions. Mr. Goodale informed the Council that these
trucks will be replacing currently modified truck tractors at transfer stations island-wide. He included
that these trucks haul rolloff dumpsters and will be used for greenwaste as well as scrap metal hauling.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be
made or approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 574-14, and
recommends its adoption.
