Your Committee on Finance,to which was referred Resolution No. 575-14, reports as follows:
Resolution No. 575-14,transmitted by Finance Director Nancy Crawford, via Communication No. 1118
dated October 20, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease for two boom trucks with hydraulic grapples for the Department of Environmental
Management.
The resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate cost of
$2,900 per month for each unit. The County will own the vehicles at the end of the lease.
Council Member Wille spoke in support of the resolution; however, she wanted clarification of where and
how the trucks will be utilized.
Solid Waste Division Chief Greg Goodale, from the Department of Environmental Management, appeared
before the Finance Committee for questions. Mr. Goodale informed the Council that the boom trucks are
indispensable in the daily cleanup of greenwaste for recycling purposes, and also stated that these trucks
have been very instrumental in the cleanup of Tropical Storm Iselle. He indicated that the new trucks will be
replacing two very high usage trucks that are in need of repair, one in Hilo and one in Waimea.
Council Member Eoff questioned if the trucks would be recycled, to which Mr. Goodale replied the grapple
is not sold separately,therefore the trucks will be used for surplus or may be rebuilt.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring payment
of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or
approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 575-14, and
recommends its adoption.
