Your Committee on Finance, to which was referred Resolution No. 576-14, reports as follows:
Resolution No. 576-14,transmitted by Finance Director Nancy Crawford, via Communication No. 1119
dated October 20, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease of real property for the existing housing division of the Office of Housing and
Community Development.
The resolution authorizes the Mayor to enter into a five-year lease agreement to begin February 1, 2015, for
property located at 1990 Kino`ole Street, Suites 104 and 105, in Hilo. The rent will remain at the current rate
from February 1, 2015, through June 30, 2015,and will be set at $9,166.21 for the remainder of the lease.
Administrator Stephen Arnett and Specialist Sharon Hirota, from the Office of Housing& Community
Development (OHCD), appeared before the Finance Committee for questions. Mr. Arnett informed the
Council that t OHCD houses the Section 8 rental subsidy staff. He added that the conference room is used
for formal hearings and home ownership counseling sessions. He also stated that the current rent for office
space is $.50 per square foot and storage space is $.33 per square foot. After July 1, 2015, the rent for office
space will be increased to $1.00 per square foot, with storage space increased to $.45 per square foot.
Pursuant to Section 10-11, Hawai`i County Charter,any contract, lease or other obligation requiring payment
of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or
approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 576-14, and
recommends its adoption.
