Bill 194 (Draft 2): Amends Chapter 21, Article 4, Section 21 -32 of the Hawaii County Code
1983 (2005 Edition, as Amended), Relating to Billing of Charges; Payment; Late Penalty.
Authorizes the Department of Water Supply to terminate water services for non - payment of
sewer services charges when so directed by the Director of Environmental Management after due
notice and opportunity for a hearing before the Environmental Management Commission, and the
resolution of any appeal therefrom, as provided by Chapter 91, Hawaii Revised Statutes.
AYES: Council Members Eoff, Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and
Chair Yoshimoto — 8; NOES: None; ABSENT: Council Member Kern — 1; EXCUSED: None.
Bill 311: Amends Ordinance No. 14 -81, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2015. Appropriates revenues in the Federal Grants —
Edward Byrne Justice Assistance Grant (E.B. JAG) Specialized Sexual Assault Unit account
($160,000); and appropriates the same to the E.B. JAG Specialized Sexual Assault Unit account.
AYES: Council Members Eoff, Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and
Chair Yoshimoto — 8; NOES: None; ABSENT: Council Member Kern — 1; EXCUSED: None.
Bill 312: Amends Ordinance No. 14 -81, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2015. Increases revenues in the Federal Grants —
Hawai`i County Police Department (HCPD) Traffic Investigation Program account ($12,100);
and appropriates the same to the HCPD Traffic Investigation Program account. AYES: Council
Members Eoff, Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and Chair Yoshimoto — 8;
NOES: None; ABSENT: Council Member Kern — 1; EXCUSED: None.
Bill 313: Amends Ordinance No. 14 -81, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2015. Increases revenues in the State Grants —
Periodic Motor Vehicle Inspection (PMVI) Program Income account ($2,879.82); and
appropriates the same to the PMVI Program Other Current Expenses account. AYES: Council
Members Eoff, Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and Chair Yoshimoto — 8;
NOES: None; ABSENT: Council Member Kern — 1; EXCUSED: None.
Bill 314: Amends Ordinance No. 14 -81, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2015. Increases revenues in the Transfer from
General Fund account ($19,411.34); and appropriates the same to the Golf Course Equipment
account (Purchase golf lift and utility golf cart — District 3). AYES: Council Members Eoff,
Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and Chair Yoshimoto — 8; NOES: None;
ABSENT: Council Member Kern — 1; EXCUSED: None.
Bill 315: Amends Ordinance No. 14 -81, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2015. Increases revenues in the Transfer from
General Fund account ($10,000); and appropriates the same to the Landfills Other Current
Expenses account (1 OK water tank, slab and storage shed for the Volcano transfer station —
District 6). AYES: Council Members Eoff, Ford, Ilagan, Kanuha, Onishi, Poindexter, Wille, and
Chair Yoshimoto — 8; NOES: None; ABSENT: Council Member Kern — 1; EXCUSED: None.
