We have a growing homeless population that this bill may unintentionally further fuel. I see our growing homeless population as a symptom of our failure as a community to effectively provide affordable housing and essential services to the families and individuals (many veterans), that are struggling to to make it. In looking for ways to slow or reverse growing homelessness, I believe we may need to address some existing policies that may contribute to the problem unintentionally, and be akamai and in passing additional laws no matter how good intentioned that may as a consequence also push at risk families over the edge and possibly into homelessness. I worry this bill could have some unintended consequences, that may contribute to some families giving up. Without water the need to find an alternative way to live could become compelling. I ask that you ensure you do not cut off water for the poor or other at risk families. Young children, the elderly, and people with disabilities, need clean safe water to live and for their health. Water like air, and food, is not optional, they are essential for health and life. There are many things we can live without, water is not one of them, we all need water.
