Your Committee on Finence, to which was referred Bill No. 323, reports as follows:
Bill No. 323, transmitted by Finance Director Nancy Crawford, via Communication No. 1155 dated
October 29, 2014, amends Ordinance No. 14-82, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2014, to June 30, 2015. The amendment is as follows:
PROSECUTORS OFFICE:
Pros Atty Office Bldg — W. HI

Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund -
Fund Balance and/or Other Sources $ 9,600,000
Funds would be used to plan and construct an Office of the Prosecuting Attorney building on the
grounds of the West Hawaii Civic Center.
Council Member Wille stated that the County would save millions of dollars if they looked into
trying to find another location within the existing buildings at the West Hawaii Civic Center.
Prosecuting Attorney Mitchell Roth and Business Manager Lee Lord appeared before the Finance
Committee for questions. Mr. Roth noted that he felt that there would not be sufficient space to
accommodate all the Prosecutor's office staff within the existing West Hawaii Civic Center
buildings. Mr. Lord stated that the space being considered by the Public Works Department to
construct the new office building is located between the left of the community center and the road
going down, Makai.
Council Member Kanuha and Eoff spoke in support of Bill No. 323. Mr. Kanuha stated that there
will be a need for the existing office space at the West Hawaii Civic Center for the growing, future
positions needed there. Furthermore, he agreed that the Prosecutor's Office would need much more
space than the existing 5aildings could accommodate.
Finance Director Nancy Crawford appeared before the Finance Committee for questions. She
stated that there has been no discussion between the Finance Department and the Office of the
Prosecuting Attorney to consider housing the West Hawai`i's Prosecutor's office staff in the
existing space within the West Hawaii Civic Center.

Pursuant to Section 10-6d), Hawaii County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 323, and
recommends its passage on first reading.
