A RESOLUTION TRANSFERRING /APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR A FULL -TIME
PROJECT COORDINATOR FOR AN ALBIZIA CONTROL PROGRAM.
WHEREAS, the Big Island Resource Conservation and Development Council ( "Big
Island RC &D ") is a 501(c)(3) nonprofit organization that supports conservation and agricultural
research and development on Hawaii Island; and
WHEREAS, Big Island RC &D provides funding to the Big Island Invasive Species
Committee ( "BIISC "), which is a project of the University of Hawaii Pacific Cooperative
Studies Unit and is dedicated to fighting invasive species on Hawaii Island; and
WHEREAS, the damage caused by Tropical Storm Iselle highlighted the need for a
coordinated albizia control program; and
WHEREAS, BIISC proposes to work with Hawaii County to implement a community-
based albizia control program; and
WHEREAS, BIISC has received at least $30,000 in State funds from the Hawaii
Invasive Species Council for albizia control and $96,000 from the U.S. Forest Service for a
professional field crew to manage albizia trees; and
WHEREAS, Hawaii County will provide matching funds to supplement the salary of a
full -time project coordinator who will work to ensure the broad participation of community
groups throughout Hilo and Puna in managing albizia trees and to encourage public support for
the protection of power and transportation corridors; and
WHEREAS, BIISC will hire and supervise the coordinator position and cover all non-
salary costs for the coordinator; and
WHEREAS, pursuant to Section 2- 139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department /agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to Big Island RC &D for BIISC
to hire a full -time project coordinator for an albizia control program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred /appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
