Would you please respond to these concerns about PGV's (Puna Geothermal Venture) proposal to keep
operating as a stand -alone power source?
1. If a one - megawatt generator was used instead of geothermal power, would that be safer and less
costly?
2. If an unplanned release occurs while roads are congested by a lava evacuation, what is the
emergency plan?
3. If an unplanned release, fire, or other emergency occurs, but Route 130 is unusable (from vog,
smoke, lava nearby or overrunning the road) what is the emergency plan?
How long will it take first responders to arrive?
What emergency shelters and support services will be available to residents?
Will a revised emergency plan be written and will the public have an opportunity to comment?
4. If Route 130 is unusable, then lava threatens PGV, what is the evacuation plan for hazardous
substances such as pentane, caustic soda, and cleanout residues of silica contaminated with
heavy metals?
About how many truckloads would be required?
5. If Route 130 is unusable, what roads will be used to resupply PGV with materials needed for
operation?
How many trucks, of what size, will be needed per day?
What hazardous materials, in what quantities, will be transported?
What routes will workers use, and how long will it take them, to travel to the plant?
6. If some wells are shut down with temporary plugs, how long will the plugs last?
7. If a well runs at a reduced rate, will solids precipitate out of the brine and block the flow?
Will the brine cool and cause well casings to crack?
8. Will rates go up for customers served by a stand -alone PGV?
9. How long can a stand -alone PGV afford to serve the reduced number of customers?
10. If transmission lines are reconfigured to serve only lower Puna, then the lava emergency
declaration expires, would the Public Utilities Commission object to the reconfiguration?
11. Does Hawai'i County have the final say as to whether PGV continues operations?
