Re: Capital Budget
The Department of Public Works is requesting to add an appropriation to Ordinance 14 -82, the
Capital Budget, for their Manono Street Improvements project. This project is to widen and
improve Manono Street from Lanikaula Street to Kekuanao'a Street in order to enhance traffic,
pedestrian, ADA, and bicycle circulation in the area, as well as to improve drainage.
Enclosed is a bill for an ordinance to add the project titled "Manono Street Improvements" and to
appropriate $2,500,000 to the Capital Budget of which $2,000,000 is provided by Federal Funding,
and $500,000 by the County.

An ordinance amending Ordinance 14 -82, The Capital Budget, by adding $2,000,000.00 for the
Federal appropriation and $500,000.00 for the County appropriation; for Right of Way
acquisition, and construction for the Manono Street Improvements, Lanikaula Street to
Kekuanaoa Street project, Federal Aid Project No. 2770(004).

County portion: $500,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project is to widen and improve Manono Street from Lanikaula Street to
Kekuanaoa Street to enhance traffic, pedestrian, ADA, and bicycle circulation; and
improve the drainage situation in the area. The basis for the appropriations is to
increase funding for Right of Way acquisition, and construction costs.

as the drainage condition in the area.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Ilawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
